I saw the membership sign-up deal going on where you get a $30 gift card. I had a plan to purchase more items which i left in my cart but ended up buying a shirt ($45 sale price, normally over $60) and the membership. Apparently for only that first transaction when I buy the membership do you have to buy an item over $50 to earn the $30 coupon.

You're referring to the Member Acquisition Bonus Card. They typically are not in effect when member coupons are running, such as the one that started two days ago. Your store mistakenly left signage up advertising the MABC that ended on 3/14. Go back to speak to a manager at the store, if you feel it's worth pressing.
